Analysis of the situation and consideration of Cameroon Government’s piorities led to the elaboration of the new UNICEF/Cameroon Government cooperation programme, for 2003 – 2007. It covers the national territory in several aspects: prevention of HIV/AIDS, vaccination, etc. The Adamawa Region was retained as a convergence zone.
- Objective of the Programme
Contribute to creating an environment where the rights of the child to survival, development, protection and participation are guaranteed. This new programme comprises 5 components and 11 projects:
1/ Survival and integrated development of the child: This programme includes two projects: health and nutrition of the mother and child, awakenness and education. It aims at promoting survival, development and the well-being of the child, as well as reducing maternal mortality and increasing accessibility to quality service provision systems.
2/ Basic Education
Comprising two projects, access to education and quality education, this programme aims at steping up access to education, reducing disparities and improving the quality of teaching.
3/ Participation and development of the adolescent
It includes two projects: prevention of HIV and counselling and Life skills. This programme seeks to create a legal, institutional and community environment that is conducive to the participation and development of teenagers so as to reduce their vulnerability to STIs/HIV/AIDS.
4/ Special protection of the child
Being a area of intervention for the UNICEF – Cameropon Government cooperation, this programme is made up of two legal and institutional umbrella projects and Vulnerable Groups.
5/ Planning, evaluation and communication
This programme covers three projects: social statistics (1) planning and evaluation (2), communication (3). It aims at (a) impproving the availability and utilisation of data on children and women in making decisions regarding the enforcement of their rights and (b) promoting the adoption of policies and behaviours towards respecting these rights at all levels.
Within this programme, the Minister of Women’s Empowerement and Family globally ensures the social mobilisation of communities in favour of the various projects. The ministry intervenes more specifically in programmes relating to Basic Education, Planning, evaluation and communication, and the survival and integrated development of the child.
Thus, MINPROFF has carried out:
The identification and training of 600 community coordinators in intervention areas of the Basic Education Programme;
The elaboration flipcharts for community coordinators on the themes: education of the girl child, even distribution of domestic chores and early marriage;
The establishment of networks of community coordinators to step up sensitisation activities.
Meanwhile, MINPROFF took part in the thematic training of members of Local Communication Units (LCU) within the convergence zone (Adamawa);
