WOMEN, FAMILY AND GOVERNANCE, is a publication of the mintry of Women's Empowerment and Family that we decide to help those who are connect to our web site to have a point of view about it.
EXECUTIVE SUMMARY
The 2006-2010 priority action plans of the National Programme on Governance(NPG) involves the Ministry of Women's Empowerment and Family in two key areas:
- Mdernising public service management(Area 2);
- Anti-corruption policy and civic education(Area 4)
In order to implement these key Government direcrives regarding this area mainly, the Ministry of Women's Empowerment and Family stresses on raising the awareness of women, families and female associations so as to awaken their concience on these issues of Governance.
This is what inspired the production, by the Ministry of Women's Empowerment and Family, of a sensitisation document for its targets under the theme"Women, Family and Governance"
The premise is that: the more women, families and female associations are influenced by the guidelines of the NationalProgramme Governance, the more the society of Cameroon is deeply involved with Governance activities and the better the bihavioural models to match the exigencies of Governance.
If Governance can be considered as the wealth of the various ways by which individuals and public and private institutions manage their common business, the issues at stake for our targets, are to find out:
1. What is the place of female associations and families in Governance challenge?
2. How the woman can use the strategic position she holds in the family to participate in the Governance process?
To answer these questions,the present sensitisation document discusses two key aspects:
- Governance: definition, presentation of the National Programme and actions understaken in the domain by the Ministry of Women's Empowerment and Family;
- Governance principles based on moral and civic values, and the roles of targets in implementating Governance.
Apart from the definitions, the first part presents the institutional implementation framework, the 2006-2010 priority action plan and actions carried out by the Ministry of Women's Empowerment and Family in the objectives of the National Programme on Governance.
These, above all, are cross-sectional actions undertaken by all Ministries like:
- Putting in place National Programme on Governance Monitoring Committees and the Poverty Reduction Strategy Paper;
- Streamlining the salary card index of State employees;
- Elaborating the strtegy of the Ministry of Women's Empowerment and Family;
- Drafting the Manuel of Administrtive Procedures;
- Fighting against corruption.
Finally, specific actions carried out favour of our targets, actions aimed mostly at the social advancement of the Women, family welfare, economic development of women and families, capacity building of associations and Networks of Pro-Female and Family Associations.
The second part of the document presents the code of conduct expected of the targets of the Ministry of Women's Empowerment and family, in order to enhance Governance, notably:
Moral values like fraternity, honesty, love for the good, keeping one's word, patience, decencey, endurance, humility, abnegation, respect for elders and love for work;
Civic values such as patriotism, tolerance, responsability, National Unity and participation in public life.
This part of the document ends by highliting the role of the woman, families and associations in implementing Governance principles. Discussed one after the other:
The role of the woman as educator,advisor, development agent, custodian of positive values, socialising agent for children and mentor of the family;
The role of the families that ensure continuity, solidarity, and responsability
The role of associations, relays of training and information thanks to their great ability for mobilisation and their proximity to the population..
