PREFACE
29 JUNE 2000,the President of the Republic, His Excellence Paul BIYA, approved the National Programme on Governance, whose conception and elaboration phase was lauched on 11 august 1988 by the Prime Minister, Head of Government.
This programme has as objective to transform the state into a facilitator and regulator of economic and social activities, for the purpose of improving the terms of a workable part-nership between the public sector whose regalien, economic and social functions will be controlled; a high performance and competitive sector; and an organised and participative civil society.
In this regard, the Prime Minister, Head of Government, signed Order N°019/PM of 13 February 2003 to set up Nat-ional Programme fior Governance Monitoring Committees within Ministries.
This Order institutes the implementation of the said Programme per sector with the mission of:
Monitoring the implementation within the Ministry, of actions planned under the National Programme for Governance.
Proposing all corrective measures fundamental to the implementation of the said actions.
Thus, as part of the implementation of the reviewed Programme(2006-2010), the Ministry of Women's Empowerment and Family, responsible for, inter alia, elaborating, implementing and assessing measures relating to respect of the Rights of Women's and protection of the family, is deeply concerned by the accomplishment of the priority actions towards the capacity building of the civil siciety and civic education.
It's in this light that the "Women, Family and Governance" edition was designed to intensify the sensitisation of women and families on the role they are expected to play in forging national identity, citizen-friendly responsability, moral values and development.
This document sounds a clarion call for citizens to enrol in a school of moral values and citizenship, with a view to build a united, peaceful, prosperous, fair and equitable Cameroon society.
Our most fervent wish is to see women and families appropriate and perpetuate in their environment, cadinal vertues like: love fir work, fraternity, solidarity, honesty, patriotrism, tolerance and responsability; virtues without which Governance and sustainable development cannot be promoted.
